Rate Calibration — answer to “no major increases”
Plan: CCU Compensation Model v1
Stipend: $250/mo from 2.5 CCUs · Rate in effect: $62.00/CCU · Cap: 55 CCUs
Quarterly census (day 15), 3-month rolling average, 3-CCU buffer, 90% floor, 10% max reduction
Why CCU-based pay
- No cliffs. One more candidate changes pay by weight × rate (~$62), never $1,000. Nothing to game.
- Equity is structural. 25 intensive SPED candidates can outweigh 73 sustaining ones — the formula already knows, no hold-harmless charity required.
- Budget-calibrated. The rate is solved from the payroll target, so adoption is decoupled from a raise decision.
- Role work is visible. State Lead, launch coverage, CAEP/TPI service are explicit stipend line items instead of silent caseload penalties.
- Explainable. Every coach sees the live line-item calculation on their own dashboard, from the same census that governs workload.
- A growth path inside a flat budget. As candidates progress to lighter tiers, a coach can serve more of them — CCUs and pay rise with revenue-carrying candidates, not with new budget.
